Russia’s shadow fleet, long used to evade Western sanctions, has taken on a new and dangerous role. On September 28, 2025, Ukrainian President Volodymyr Zelenskyy revealed that these ships are now being used as launch platforms for Russian drones targeting European nations. This revelation comes after a wave of drone incursions throughout September, with Poland reporting 19 drones entering its airspace on September 9. Other NATO members, including Lithuania, Romania, Denmark, Norway, Germany, and France, have also reported similar violations in recent weeks. The fleet, once a clandestine economic tool that accounted for 60% of Russia’s Baltic oil exports in 2024, has evolved into a covert naval threat. By May 2025, Russia had invested $14 billion into maintaining this operation. Now, the “dark fleet” is being used to bypass conventional warfare boundaries, complicating NATO’s ability to respond without risking escalation.
